Public bug reported:

Binary package hint: man-db

My user has strict umask, so normally everything is created without any
permissions for group or others. Using sudo, some man directories seem
to be created root:root rwx------ while they should be rwx-r-x-r-x.
Installation assumes that the default permissions are "right" and does
not make sure the dirs are accessible (excerpt from apt):

Setting up man-db (2.5.9-4) ...
Updating database of manual pages ...
/usr/bin/mandb: can't search directory /usr/local/share/man/fi: Permission
denied
/usr/bin/mandb: can't search directory /usr/local/share/man/cs: Permission
denied

** Affects: man-db (Ubuntu)
     Importance: Undecided
         Status: New
