An an addendum - I went to "system settings"/"keyboard shortcuts" and tried changing the "Move between windows, using a popup window" command to a different key combination (I selected alt-T). When I did this, alt-T also did nothing. Then I switched the binding back to the default alt-tab. It still did not work.
So it looks like there is nothing magical about alt-tab.
