This bug is seeming pretty difficult to nail down.  Since I first filed it, I 
reinstalled my entire system, and the bug has cropped up inconsistently and in 
different ways.  On the second install:
- for the first user I created, I was able to reassign the switch to workspace 
keys fine, but when I set up alt+f2 to move to workspace 2, while it unassigned 
the "open run dialogue" in the interface, the run dialogue continued to open on 
alt+f2, though the workspace would switch as well.  I had to install ccsm and 
disable this in the unity plugin.
- for the second user I created, I was unable to reassign alt+fX to switch 
workspaces, like in the original bug.  I had to do it in CCSM.

So I think this bug is larger than what I originally posted; it seems to
be a general and random inability to sync settings between ccsm and the
regular keyboard shortcuts interface.
