Not only can you not drag launchers, but you can't run them either. 1) run a launcher using alt+f2 and there is a *.desktop file in ~/.local/share/applications for it 2) the icon correctly appears in the dock. 3) right+click and select "Keep in Launcher" 4) close the app 5) Click the launcher in the dock, nothing happens
