Found out something new (still don't know if this is relevant here or if
I should open a new bug):

The menus are actually opened, but 100% transparent. If i move the mouse
down, I can click on the menu entries without seeing anything, and the
action gets carried out. Also if I move the mouse over a submenu entry,
the submenu is displayed normally.

The same thing happens with "tilda", which pops up a terminal when a
hotkey is pressed. When "Fade" is deactivated, tilda pops up 100%
transparent, but can then be made visible with Alt + Mousewheel (this is
not possible with the menus).
