No, bugs usually aren't distinguished between releases. So many bugs are
filed that it's impossible to fix most of them in stable releases so
they're generally marked as fixed if they're fixed in newer releases of
Ubuntu even if they aren't fixed in older versions. Of course, if
they're huge bugs and can be fixed with minimal risks of regression
they're often fixed.
