I'm not sure if this can be considered the same bug, but I also have a problem with zooming and the top panel.
In my case when I use the zoom (with either the "Zoom Desktop" or the "Enhanced Zoom Desktop" plugins) and then zoom out to "normal zoom" my top panel disappears (gets completely black) but it is still clickable. If I zoom in again it will reappear while zoomed (the panel itself is not zoomed) but will be black again when I zoom out. The only way to get the panel back is to logout and login again.
