I'm afraid I can say decisively that it's not a bug in pam, however; the permissions of /sbin/unix_chkpwd as provided by the package do not prevent making a backup copy of the file during upgrade. This error indicates that either you have modified the attributes of your filesystem (using the 'chattr' command), or you have a kernel LSM in place (such as SELinux) which is misconfigured and prevents dpkg from doing its job, or you have a corrupted filesystem. In each of these cases, there's nothing that can be done in the pam package to account for this.
