Yeah, it used to be X was involved in power management stuff but these days that functionality has pretty much moved elsewhere. Still, sometimes there's aspects of it that X is still involved in (which is why I asked, in case you knew something I didn't!)
As to a wiki, the best page I've found is https://wiki.ubuntu.com/DebuggingProcedures, although it's light on details about power management issues specifically. In general, with plumbing layer issues (like this) it can be tricky figuring out what package to file against; in fact I'm not really sure what part of the power management stack this should go to.
