I do confirm and clarify: There are DIFFERENT problems: 1. some applications (like notepad.exe from wine distro) may be made to write cyrillics using non russian locale (see screenshots). 2. others (like Lotus Notes in my case) will loose the ability to *display* cyrillics in non-russian locale and, hence, cannot be "fixed" that way.
