So far, no good. The only thing that works is if I go to the Dell Recovery Tool and restore the system to the "factory shipped state." On first boot (only), bluetooth works as expected. As soon as a screensaver kicks in (or in any way a session ends), however, it is turned off, and the issue becomes what is in my first post.
