I can confirm this issue. This always happens for my empathy window.

Really annoying is that the workspace is not switched properly when the window 
is overlapping two workspaces.
95% of the empathy window is on workspace 1, the other 5% are on workspace 2. 
Normally the workspace is switched automatically, if you bring a window to the 
foreground (and it's on a different workspace at the moment).

The workspace is not switched, if a small part of the window still is on
the same workspace (this would be the 5% of the empathy window on
workspace 2 situation)!
