Ah, I don't know what this upstream lark is. I would presume it means that its someone else's problem. All I know as a user, is when you report a bug, you are taken to Launchpad. So you file your bug reports in Launchpad.
I've just clicked your link and it says I need to log into yet another bug reporting website called Bugzilla. Fair enough.
