Gary does this mean that if apport were not to actually comment and only add attachments this would reduce the quantity of emails?
For example in https://bugs.launchpad.net/ubuntu/+source/xserver-xorg- video-intel/+bug/750259/comments/7 - we can see apport adds a message of 'apport information'.
