I'm not sure if this is the same problem but it seems that both panels I have (at the top and on the left edge of the screen) sometimes disappear on all workspaces except the first one, just like in the original report. However, I haven't found much consistency as to when this happens and when it doesn't. Killing gnome-panel and letting it be automagically restarted causes it to re-appear (which causes other issues of its own with notification area icons, though).
I have the cube disabled so I don't know if this happens with it enabled. The bug can be quite irksome particularly if one doesn't happen to know the keyboard shortcuts for switching between workspaces because the workspace switcher applet is in the panel.
