Hmm, now I'm noticing an additional condition: the problem seems to only happen if some part of the window would be off-screen on the right side of the lower monitor. If I move the window to the left, it "unsnaps" when none of it is off-screen to the right.
Perhaps it's relevant that the lower monitor is smaller, and positioned so that its left-hand side is aligned with the left-hand side of the upper monitor. So the lower-right corner is part of the virtual screen, but not assigned to a monitor. I notice some analogous behaviour dragging the window to the right. It seems like the title bar is refusing to be dragged into unviewable portions of the virtual screen. It would be a lot less confusing if this behaviour applied to the entire window, not just the title bar.
