An example latex file:

If you open emacs with the file already loaded (i.e. via the command
line), the extra menus appear.  If you load the file once emacs is
already up, they don't.

Ted, I can work on this, but given the amount of time left before natty,
maybe blacklist emacs in appmenu-gtk as a fallback?
