OK, I just tried this scenario again and the settings window did NOT appear 
when I clicked Time& Date.
So I re-ran the process status command you gave me and got this:

jb@jb-K7S41:~$ ps ax | grep indicator-datetime
 1728 ?        SLl    0:00 
/usr/lib/indicator-datetime/indicator-datetime-service
 1849 ?        Sl     0:00 indicator-datetime-preferences
 1922 pts/0    S+     0:00 grep --color=auto indicator-datetime

Which does show it already running. So I did a "kill 1849" and tried
clicking Time & Date again and this time it launched.

I suppose this means this IS a duplicate of bug #751175...
