Public bug reported:

I've downloaded ubuntu-10.10-desktop-amd64.iso and made a live USB flash drive. 
When I booted from this flash drive, I saw ksoftirqd/0 using all CPU resources. 
HDD activity LED (I know that several devices may use it, not only HDD itself, 
but I'll call it that way for now) was lit. Not rapidly blinking, like it 
usually happens when there is actual HDD activity. The light was steady. I also 
couldn't hear any HDD activity.
 The system was still usable though. I could open Firefox, browse the internet, 
etc. But when I tried to run "Install Ubuntu", and clicked "Next", the 
installer hanged. Forever. I could use other applications, but installer wasn't 
responding. That is, I've not succeeded in installing 10.10.

Then I tried to download ubuntu-11.04-beta1-desktop-amd64. Surprisingly,
it installed flawlessly. But it looks like the bug (?) is still present.
It hangs *for a while* during the boot process. Once for 30 secons just
before the Ubuntu logo, when screen is off (*off*, not *black*), and
immediately after that, for several minutes, when Ubuntu loading
animation is playing. No problems after that, but still very annoying.
During that time, there are the same symptoms, notably LED one.

PC is a notebook Acer Aspire 1410.
