Sure, I'll give you the steps from both installed and CD-based.

CD:
Step 1:  Turn on computer
Step 2:  Insert Ubuntu Live CD or DVD
Step 3:  Wait for menu
Step 4:  Press enter to use Live CD or DVD based Ubuntu
Step 5:  Observe as your screen goes blank, flickers or begins turning on and 
off depending on hardware.

Installed:
Step 1:  Turn on computer
Step 2:  Select your Ubuntu installation
Step 3:  Observe as your screen goes blank, flickers or begins turning on and 
off depending on hardware.

The issue I'm having is that the issue that was fixed in 10.10 with an update 
has been regressed in 11.04 so that incorrect commands are being sent to the 
display hardware and having different effects other than originally intended 
based upon what display hardware is being used.  In particular, I'm using a 
Samsung Television connected through HDMI and it turns on and off repeatedly 
when nomodeset is not used whereas, while it did this with the original 
unmodified 10.10 installation as well, it was later fixed with an update.
I don't know why the patch was regressed, but it needs to be added once again.
