I think I'm experiencing this bug. Situations described in the bug report happen to me. Also, the panel doesn't resume autohiding when I switch between my widget layer and back. When I switch to widget layer to use my embedded terminal, the panel occasionally returns. And then when I cancel widget mode, the panel doesn't resume hiding, even when I have a window maximized.
