While this was triggered by a linux change, I think it's a d-i bug, not
a linux bug.  The root problem is that debian-installer-startup's stdin
is /dev/console, which rootskel thinks indicates a serial console.  When
I do the same test in kvm, I find that debian-installer-startup's stdin
is /dev/tty0.

I'm trying to narrow down the cause of this discrepancy at the moment.
