I'm guessing either this or the other bug has to be approved because of the similar suggested behaviour. This behaviour I find could be more helpful and less bothering.
Since installing a program is a very conscious act, being notified of a completed install 10 seconds after you attempt to install a program seems needless. But on the other hand, very few people stay to a time consuming installation finish, hence they go about elsewhere on the computer, and that's when a notification that the program is ready to use would be useful.
