I am also unable to associated with a WEP passphrase secured network (with updates from circa 13/04) with the network manager. The machine is an IBM X21 with using the bcm43xx driver on a Belkin pcmcia card. This applies both in the automatic and managed modes. There is no problem with WPA networks.
The machine will associate to the network ap but fails to pick up an ip address.
