I worked out a fix. The problem appears to be with the Chinese and Japanese language packages that are installable through the Language Support tool. I removed the entries for Japanese and Chinese, then manually recreated the appropriate locales in /var/lib/locales/supported.d/ja and zh files. This got everything working again.
Thinking something simply corrupted, I tried to reinstall the Japanese and Chinese packages through Language Support. All SJIS, GB2312, GBK and GB18030 text instantly broke again. So it looks like Feisty package locales is just fine.
