Public bug reported:

Hi, a while ago to get non-English software running in Wine, I had to
make some changes to /var/lib/locales/supported.d/* files. Every time a
locales pack comes out, it overwrites these files and I've had to update
again and again.

Today, I ran update manager to install all the new updates. I am
guessing one of them must have had to do with locales, because in the
status window I saw it running a dpkg-reconfigure locales. As usual,
many were missing.

I went back to add them, and when I ran dpkg-reconfigure locales
manually, I got a screen full of errors. Unfortunately, I did not log
them and don't know how to make them appear again. When I ran it a
second time, this showed:

The lines missing a locale are, exactly, where I had put ja_JP.SJIS
SJIS, zh_CN.GB18030 GB108030, zh_CN.GB2312 GB2312 and zh_CN.GBK GBK.

These locales have vanished, and only EUC and Big5 are left.

This is rather serious, because every single piece of software which
depends on SJIS and GB2312 now displays as totally corrupt text. It also
also made it impossible to run software from these locales in Wine.

Bug #26586 sounds similar to this situation. Did someone make the huge
mistake of nuking out locales from the langpack-locales file again? If
so, you just screwed up Ubuntu for all of us international users :(
