Those settings were used when the primary means of calling actions was directly via the acpi scripts. pmi has to be called by root, so an unprivileged user cannot trigger hibernation without the aid of a policy daemon. Policy daemons should be configured appropriately by the admin, as is the case for any other piece of software provided to users.
