Binary package hint: upstart

When remotely shutting down a machine, it's useful to delay the shutdown
so that you can be sure the command executed cleanly, even if your SSH
connection is terminated.  Therefore a short delay period (e.g. 10
seconds) is useful.  upstart's shutdown command does not support this,
because it only supports delays specified in minutes or absolute times,
whereas I believe previous shutdown commands had per-second resolution
through the -t argument.
