Sometime after my observation that network-manager runs non-root, there was an update that made it run with gksudo again. However, this still didn't solve the problem, as of the last time I was able to test it. I have another laptop with feisty but haven't been able to test the bug there (need multiple ESSIDs present for any meaningful testing). FWIW, I've seen this with both the ipw2100 and ipw2200 drivers.
