I had the same issue. Changing the 'disabled' state to <ALT>Tab did the trick, but I'm quite sure that this all worked flawlessly before the upgrade. So, if this same key, as I assume, which would have caused the same issue within maverick not being able to switch windows, then the only explanation I have is that it happened during the upgrade to the current beta of natty. Before the upgrade all was fine.
I've upgraded 2 systems recently. One went fine, the other had this ALT- tab issue.
