I've been bitten by this with squid after having to kill the squid processes as a result of the upgrade process borking on 10.04 (LTS).
I was upgrading to this: https://launchpad.net/ubuntu/+source/squid/2.7.STABLE7-1ubuntu12.2 replacing squid 2.7.STABLE7-1ubuntu12. I assume I'm missing something, cos it looks a lot like I'm fucked and I need to reboot to get squid to start from init again.
