No idea, but I found QtAssistant was missing installing a python package with 
pip in virtualenv.
A lot of python developers are using virtualenv isolate the environment and to 
install different versions from the system ones.

Given the fact that PyQt is a binary package with a long compilation
time I think is better to include a full package, or, at least, fix the
documentation and, if there are some license/whatever problems with
QtAssistant, better explain that this module is missing (and why).
