This bug does not seem to be correct in my opinion . This is because, the launcher in no ways hides the window control buttons. The buttons are on the right side of the Ubuntu logo whereas the launcher bar is below the logo.
Also, Mark, in my opinion, 'click and stick' is not a very user-friendly option. One needs to quickly find the launcher. It takes too much time and effort to bring up the launcher. The latest builds of Unity has 'click and stick' enabled and its very annoying that I have to go all the way to the Ubuntu logo and click on it and only then the launcher appears. Moreso, the quick search bar /Dash appears along with it.
