It seems to work well with other packages that are not the kernel, e.g.

$ apt-get source apt=0.7.25.3ubuntu7
Reading package lists... Done
...
Get:1 http://archive.ubuntu.com/ubuntu/ lucid/main apt 0.7.25.3ubuntu7 (dsc) 
[1,350B]
Get:2 http://archive.ubuntu.com/ubuntu/ lucid/main apt 0.7.25.3ubuntu7 (tar) 
[2,740kB]
...

However, for the kernel it fails for me too. When I try to download it via
$ apt-get source linux-image=2.6.32.21.22
it only downloads linux-meta.
