It is definitly a ubuntu-desktop bug, can we relocate it?

In Windows ctrl+alt+del comes up with a system monitor, no matter how
stressed the system is, and you  can shutdown programs from there. The
reason, I think, is that the system monitor is always in memory and
always have the highest priority.

In OS X I have found this report, that solves some of the problem:

OS X comes up with a dialog when you are low on memory, you can then choose to 
close the offending program.
