Debian carries the modprobe file, because the upstream kernel's default
for nbd is to not support partitions. When Scott looked at it for
jaunty, he patched the kernel to make the default 15 for ubuntu and
remove the modprobe file. This resulted in a Ubuntu-specific change.

While I personally agree that having the kernel default to supporting
partitions is a good thing, I'm not quite sure that introducing a diff
against Debian (and therefore extra work for Ubuntu) plus a local kernel
patch that for what is basically a cosmetic issue is the best way to go
forward, but of course it's not my call.
