It doesn't appear like this is a bug in NetworkManager, but I also doubt
it's a bug at all -- please verify that your network does provide a
reasonable level of service for DHCP. You might want to contact your
system administrator and ensure the DHCP server receives all the
requests sent; fast enough that the client hasn't already given up and
timed out.

I'll mark this Incomplete for now, please see if you can get further
information to confirm the dhcp server has received requests for IP
addresses from your system, then set this back to New or close this bug
by setting it to Invalid.
