Update - most of the laptops I've tried have eventually started running
their fans.  Presumably, the CPU is just less stressed and running
cooler under Ubuntu than under Windows.  But in any case, just waiting
to see if the fan comes on  is not a good test.  I have discovered the
"sensors" package, so in most cases I can at least monitor the
temperature in a terminal.
