Fwiw, after hearing from upstream and chatting with apw, it seems this bug (or rather, class of bugs) is due to vesafb being present during boot. As I gather from apw, this is believed to need to be loaded because of plymouth and/or for fallback if kms/drm doesn't load or isn't available, however it is unclear if that workaround is still required in natty, which suggests some experimentation may be in order.
Anyway, from these discussions it sounds like this is entirely a kernel- side bug, however I'm going to leave the xorg task open on this for a bit longer just to make it a bit easier for us to keep track of progress with it.
