In my opinion is it a ridiculous decision to close a bug when it's still
present and causing an issue. Why would you do this?

The only reason I can think of is because you can't be bothered to fix
it. I'm sorry if this is very accusing but please do not close bugs when
they're still a problem; no matter who you are.
