It looks to me like the wrong debconf front-end was picked. If you run
"sudo aptitude install dictionaries-common" you should see the questions
on your screen and be able to take appropriate actions. (I don't read
Italian so I'm not sure what exactly it is asking you to do.)
Could you do that and follow up here with a report of what happened? If
that solves your problem, then I guess this isn't really a bug in
dictionaries-common. (Perhaps one could devise an improvement to
aptitude and/or dpkg for how to handle this scenario, though.)
