I also recently did a 9.10 to 10.04 to 10.10 upgrade (32 bit) on an old Dell notebook I decided to use as a HT computer. It only has a single USB 1.1 port that the dongle is plugged into. My Dinovo did not work until I finished the upgrade to 10.04, then it was fine and continued working fine throughout the upgrade process from 10.04 to 10.10, and continued to work as expected after the final upgrade. Although I did not need to, have you tried just unplugging and replugging the dongle? Did you try the buttons on the keyboard and dongle to make them see each other again? That may be all it takes.
