I get this same behavior, but only most of the time (not always).

I don't know if it's related, but KDE System Monitor (Kubuntu) reports
one of my four processors at 100% utilization all the time, but h/top
and even System Monitor's own task list never show any process taking
more than 5% processor time. Whenever I see this, I cannot suspend. If
the processor shows as idle, I am able to suspend.
