On 10.04, the closest version to the one you were reporting this on, this message is printed instead now: Setting up approx (4.1-1build1) ... Note: xinetd currently is not fully supported by update-inetd. Please consult /usr/share/doc/xinetd/README.Debian and itox(8). I believe this was actually an issue in update-inetd, not approx.
