On 10.04, the closest version to the one you were reporting this on,
this message is printed instead now:

Setting up approx (4.1-1build1) ...
Note: xinetd currently is not fully supported by update-inetd.
      Please consult /usr/share/doc/xinetd/README.Debian and itox(8).

I believe this was actually an issue in update-inetd, not approx.

Since this as only an issue in prior versions (looks like Ubuntu 9.10),
which are all EOL now, I am closing this as Invalid.
