Public bug reported:

Wine cannot execute files due to default Ubuntu security settings. It
might not be considered a bug, but this new 'feature' might make a lot
of new Ubuntu users doubt that it can run Windows software, or consider
it 'buggy'.
This is what I get when I try to execute an .exe from my internal NTFS
hard-drive:

"The file '/media/Storage HD/Program Kits/Digital Janitor Setup.msi' is
not marked as executable. If this was downloaded or copied from an
untrusted source, it may be dangerous to run. For more details, read
about the executable bit."
