Note that bug #104197 and bug #104973 are failures to connect to the system bus, while this bug and bug #104520 are failures to connect to the session bus.
Jani: the system-config-printer applet cannot function correctly without the system bus since it does not (and should not) poll, and does not yet have support for IPP notifications. I don't know what the root cause of this bug is (other than perhaps dbus is just not running).
