I would've thought it pretty simple t copy most of the gtk respecting panel theme code stuff from gnome 2's panel, and maybe also look at how gnome-shell is handling themeing. I mean, there's already a bg image for the top-panel, just replace the code that prints that, with code that prints the current theme's panel background.
