Ok found it:

$ md5sum /etc/init.d/networking
db7e515f04f04f54708b5ea862585c31  /etc/init.d/networking # This  seems correct

But you are right initctl is not installed! upstart is installed but I
don't know what happened to initctl! I installed some additional
packages after the installation but I am not sure if anyone of them
deleted this file. I reinstalled upstart and now everything is back to
normal. Despite your pessimism the system was pretty usable even with
out the initctl script. Very peculiar!
