No, this is not correct. The main speech backend for Orca is Speech Dispatcher. Speech Dispatcher currently requires Festival to run separately. That could be changed of course in the future if there is a good reason, but it requires some work as some Festival scheme functions behave differently when called remotely. So the whole chain is definitely broken now on Ubuntu with Festival. I can provide more information if necessary.
