Marking Invalid -- I know for a fact that some devices report garbage for signal strength. There may be other pieces missing, but I also know MM asks for strength regularly and NM-applet can display it (there are definitely code paths to set the right icons). All this leads me to say it's already implemented.
FWIW, gsm-3g-full was mentioned in the related bug, and is the icon that usually shows up here on my system (though I am right next to an antenna).
